What you are asking about is usually called adaptive learning or personalized learning.

Although it is possible is set up some LMSs (e.g., Paradiso) to do adaptive learning right in the LMS, it seems better to link the LMS (via LTI, say) to a system build for adaptive learning. Two popular ones are Aleks (from McGraw Hill) and Acrobatiq (a CMU spin off).

If you have an LMS that can interpret scorm or xapi using an LRS then you can use authoring software such as captivate or articulate. You can then create whatever learning experiences you like.

Xapi is ideal for feeding back valuable data so that you can create better experiences for your learners.

Gamifying your training will yield improved memory retention results. Plus make it fun.

However, on the flip side the authoring software is expensive and takes a bit to learn.
